Federal Cheaper Home Batteries Program (CHBP)

How the Schemes Stack: A Worked Example

A Synergy customer installing a 10 kWh usable battery with VPP enrolment in November 2026:

WA scheme: 10 kWh × $130 = $1,300

Federal CHBP (STCs): 6.8 × 10 kWh = 68 STCs × ~$38 = ~$2,584 indicative

Indicative total off invoice: ~$3,884

Both discounts are applied upfront by the installer. The WA loan ($2,001–$10,000 at 0% interest) can cover the remaining out-of-pocket cost, subject to income eligibility.

How to Claim — Your Installer Does the Work

Both the WA scheme and the CHBP are applied before you pay, not as a rebate you chase afterwards:

Federal CHBP (STCs): Your CEC-accredited installer assigns the battery STCs to a registered agent, who pays your installer. The discount appears as a line item on your invoice. You don't fill in forms.

WA Residential Battery Scheme: Your installer lodges the application with Synergy (or Horizon Power). Once approved, the rebate is credited to your account or applied to your invoice. You need to enrol in the VPP before the rebate is paid.

Ask your installer to confirm both rebates are included in your quote before you sign.

Battery Payback with DEBS and VPP Credits

Beyond the upfront rebates, two ongoing income streams can reduce payback time:

DEBS (Distributed Energy Buyback Scheme): Synergy pays 10 c/kWh for solar exports during peak hours (3–9 pm) and 2 c/kWh off-peak. A battery can time exports to maximise peak exports.

Synergy Battery Rewards (VPP): You earn 70 c/kWh for energy dispatched during demand events (up to 30 events/year). This directly offsets the ongoing cost of the battery.

Running the full payback calculation depends on your usage, system size, and tariff. The Battery Storage page has more on what to expect from a battery in Perth.

Common Mistakes to Avoid

Assuming VPP is optional for the state rebate: It isn't. Without VPP enrolment, the WA rebate is $0 regardless of battery size.

Confusing nominal and usable kWh: Both schemes calculate on usable capacity. A 13.5 kWh nominal battery may have 11–12 kWh usable. Confirm usable capacity with your installer.

Waiting too long for the federal discount: The CHBP factor drops every six months. The current 6.8 factor is the highest available; it drops to 5.7 on 1 January 2027.

Not checking the Supported Solution List: Both WA scheme and CEC approval are required. Your installer should confirm eligibility before quoting.
